Event Description
As the US Trade Representative under President
Reagan, Clayton Yeutter moved the Uruguay Round
from preparatory work into substantive
negotiations and directed the negotiation of
the US-Canada Free Trade Agreement. While
serving President Bill Clinton as the USTR,
Charlene Barshefsky was responsible for initial
implementation of the NAFTA and Uruguay Round
results, and propelled forward the substantive
WTO accession negotiations for China. In their
post-USTR work, both are deeply involved in
international trade and investment issues,
advising clients in the U.S. and abroad, and
remain keen observers and frequent commentators
on U.S. trade policy. The global economic
crisis has put enormous political pressure on
numerous governments to turn away from
international trade obligations. A recent World
Trade Organization report forecast at least a
9% drop in global trade in 2009 and warned of a
possible surge in protectionism. With trade
policy under the new Administration still
evolving, these two experts share their
thoughts on how the U.S. should steer its trade
policy through these historically troubled
waters.
