At their November 2008 meeting in Washington DC, the G20 leaders vowed to remain committed to free market principles in their conduct of international trade. On  April 2, 2009, in London they repeated this commitment and pledged “We will not repeat the historic mistakes of protectionism of previous eras” while charging the WTO to monitor new state measures on a quarterly basis. However, the WTO Secretariat is a strictly impartial body with limited mandate and resources.  To complement these official global surveillance efforts in a comprehensive manner, the Centre for Economic Policy Research (CEPR) launched a world-wide instrument called the Global Trade Alert (GTA) in London in June 2009.   As an interactive tool GTA provides has been providing real-time information on state measures that are likely to affect foreign trade. It goes beyond other monitoring initiatives by identifying the trading partners likely to be harmed by these measures.

What does the data tell us about rising protectionism a year after the Washington G20 summit and six months following the launch of GTA?  Is the dreaded ‘P’ word rearing its head worldwide?  How are countries reacting to the global economic crisis?  Do recent actions show changing trends from initial patterns set 12 months ago?
