Ep. 4 – WITA’s Friday Exchange: The Turnberry Deal – The U.S. and EU reach and agreement

Daniel Mullaney is a nonresident senior fellow with the Atlantic Council’s Europe Center and GeoEconomics Center. Most recently, he served as assistant US trade representative (AUSTR) for Europe and the Middle East in the Office of the United States Trade Representative (USTR) from 2010 to 2023. He was chief negotiator for comprehensive trade agreements with the European Union (EU) and the United Kingdom, as well as trade lead for the US-EU Trade and Technology Council, and was responsible for developing and implementing US trade policy in Europe, Eurasia, Russia, the Middle East, and North Africa.

Before assuming the post of AUSTR, he served as senior trade representative in the US Mission to the European Union in Brussels, where he was the principal voice for US trade policy in interactions with the EU institutions and EU member state governments, the public, and the international press. Prior to that posting, Mullaney was in USTR’s Office of General Counsel for seven years, where he represented the United States in dispute settlement proceedings at the World Trade Organization and led negotiations and acted as legal counsel for free trade and other agreements. Before joining USTR, Mullaney was in private practice for nearly twenty years, specializing in international trade law and litigation; when he entered public service, he was a partner at the law firm of Dorsey and Whitney.

Mullaney is a native of Cincinnati, Ohio. He holds a BA from Amherst College, and a joint law/foreign service JD/MSFS degree from Georgetown University.

John Clarke has nearly 40 years of experience in trade diplomacy, John has held senior roles including Director for International Affairs at the European Commission and Head of the EU Delegation to the WTO and UN in Geneva. He has led major trade negotiations with the US, China, India, ASEAN, and others, and is a trusted expert in trade policy, diplomacy, and international affairs.

John Clarke joined BIICL an Honorary Senior Fellow in 2025. He contributes regularly to global publications such as the Financial Times, Byline Times, Tribune of India, and Modern Diplomacy. He is a Fellow at Maastricht University’s Institute for Globalisation and the Royal Asiatic Society, and serves on the Editorial Board of the Journal of International Trade Law and Regulation.

Penelope (Penny) Naas is a global public policy leader who designs strategies on international economic issues that sit at the nexus of geopolitics, trade, and climate. She is an adviser for TradeExperettes, a global organization of women trade experts.

Naas has created innovative strategies and solutions for Citigroup and, more recently, for UPS as its president for international public affairs and global sustainability. She opened and was managing director of Citigroup’s first government affairs office in Brussels between 2007 and 2012 before leading UPS’s international team from 2012 to 2019. She started her career at the US Department of Commerce, where she worked for 13 years on international economic issues and advancing the commercial interests of US companies in Europe.

Naas holds a bachelor’s degree in economics and a master’s degree in public policy from the University of Michigan, Ann Arbor. She is on several boards and has co-chaired the World Economic Forum’s Global Future Council on Trade and Investment.
